It depends on which region you’re talking about. Central Thai feels about human average. Northern Thai is famously slow and sweet-sounding. Southern Thai is so fast and clipped that there’s a Thai joke that two Southern Thai people can have a conversation from windows of trains passing each other in opposite directions at full speed.
Here’s a fun pop song in the form of three duets wherein the main singer (Bird Thongchai) tries to sweet talk three of his girlfriends from different regions of Thailand, from Isaan (northeast), North, and South, in that order. You can see how much the notion of fast-talking Southerners is played up.
